Admission requirements

This minor course is open for 3rd year Computer Science (LIACS) bachelor and Computer Science & Economic (LIACS) students.

Description

In this course, we will dive into how states seek to govern cyberspace – through (international) law, diplomacy, strategy and policy. As a central issue for national and international security, the concept of ‘cyberspace’ and new technologies more generally challenge policymakers with complex and evolving strategic dilemmas. This includes issues of attributing cyber operations to states, how to apply existing legal frameworks, or how deterrence could be accomplished in cyberspace (if at all).

Amongs other things, in this course we will discuss the global impact of states’ cyber capabilities and operations, analyse how states respond to offensive cyber operations, and examine how legal, normative and diplomatic frameworks are shaping developments in international cybersecurity governance. At the end of the course, you will be able to apply what you have learned in class through a NATO group simulation exercise.

Upon completion of the course, you will have built significant expertise on topics such as how international law applies to cyberspace, how internet governance is different compared to multilateral cybersecurity governance, and the initiatives taking place at UN and EU level. You will have further gained an insight into how NATO consultations may be put to practice to tackle specific cybersecurity challenges. Furthermore, this course aims to sharpen your critical thinking, analytical abilities, and communication skills – tools essential for working in the field of cybersecurity.

Assesment method

  • Group exercise (simulated UN negotiation); 30% of final grade

    The modalities of the simulation; which will be held in the last scheduled week of class; will be shared closer to the date. Students will be graded in this exercise for their ability to integrate insights from readings; and their preparation as a group/ ability to work together as a team.

  • Written exam; 70% of final grade

    The (closed-book) written exam will consist of a set of single-choice questions, and an open essay question (you can choose from two questions). Further modalities will be communicated at the start of the course. While attendance is not mandatory, it is strongly recommended for successfully completing the course. The lectures are highly interactive and combine lecturing with the Socratic method.
